Ogdensburg councilor touts city as good site for juvenile detention facility |

OGDENSBURG — A city councilor wants the municipality to throw its hat into the ring to be considered as a potential location for a new adolescent detention center in St. Lawrence County. The St. Lawrence County Legislature has created a committee headed by Vice Chairman Joseph R. Lightfoot, R-Ogdensburg, to craft a plan for developing a detention facility that would house criminal offenders aged 13 to 18 from across the region. The effort is in response to a decision by state lawmakers to raise the age of criminal responsibility to 18. New York was previously one of just two states that uniformly prosecuted 16-and-17-year-olds as adults. The change in law means offenders aged 16 and 17 can no longer be incarcerated with adults, but will instead need to be housed in separate and secure detention facilities. Ogdensburg Councilor Daniel E. Skamperle said Monday that he thinks property at the St. Lawrence Psychiatric Center might be a good fit for such a youth offender facility. Read More. |
