The Michigan Prisoner ReEntry Initiative, or MRPI, has really taken hold in the Michigan Dept. of Corrections. It is allowing the prisoners to begin a plan of reentry from the time they are incarcerated. The use of programs and various educational opportunities, combined with a collaborative case management in the parole and probation field create much more substantive gains in the sense of reducing recidivism. I'd be interested in any local, county jurisdictions that have experience with reentry programs for offenders sentenced to the county jail. One of the challenges is that a number of these sentenced inmates who are not in custody long enough to accomplish goals such as GED, or any real progress in treatment programs. Longer sentences rarely go beyond 9 months net on a one year sentence. Better partnering with probation and human services, and other local programs may have some promise if they can become involved while the offender is in jail in order to continue their involvement after release. This is especially challenging in small jurisdictions such as we have. Also, is there any experience in providing incentatives, such as an early release, for making certain, positive steps in programs. John Pearson, Napa Co., Calif.
